Deputies will decide on Thursday whether the National Assembly should elect the chairmen of the State Intelligence Agency and the National Security Agency

According to the rules of the National Assembly (NA), every first Wednesday of the month, parliamentary groups propose their own items on the agenda, without their inclusion in it having to be voted on in the plenary hall.

Two bills, providing for a change in the body that appoints the chairmen of the State Intelligence Agency (DAR) and the State National Security Agency (SANS), are included in the draft program for Thursday, published on the website of the National Assembly, BTA reports. It is proposed that the heads of the two agencies be elected by the National Assembly upon a proposal from the Council of Ministers. Currently, they are appointed by presidential decree.

Both bills were submitted by Alexander Rashev („There is such a people“) and a group of deputies from the ruling coalition.

According to Rashev, the Constitution establishes such a system of division of powers between constitutionally established bodies, which, along with the powers typical for the respective body, also grants it powers that balance relations with other authorities. Such is the power of the National Assembly under Art. 84, item 8 of the Constitution, namely to elect and dismiss the heads of the Bulgarian National Bank (BNB), as well as other institutions defined by law. With the proposed amendment, the balance in the relations between parliament-president-government is not disturbed, since in a republic with parliamentary government, the parliament is at the center of this balance, the submitter points out.

According to this order, GERB-SDF has submitted amendments to the Law on Protection of Competition for consideration at first reading today. The aim is to increase the expert capacity and transparency in the work of the Commission for Protection of Competition (CPC), the effectiveness of the instruments used and the proceedings carried out, and to improve its interaction with other sector regulators. No closure, merger or creation of new administrative structures is envisaged, as well as the introduction or amendment of regulatory regimes and fees.

The parliamentary group "Continuing the Change – Democratic Bulgaria" (PP-DB) proposes a first reading of amendments to the Waste Management Law, and "Vazrazhdane" - a draft decision to establish a temporary commission to verify all facts and circumstances surrounding the construction and financing of the "Hayashi" hotel in Sofia.

"BSP – United Left“ propose today the first vote on amendments to the Law on Crediting Students and Doctoral Students.

On Thursday, the second readings of amendments to the Law on Spatial Planning, the Law on Civil Aviation, as well as the first vote on amendments to the Criminal Code submitted by the Council of Ministers, are scheduled.

The draft program also includes the first reading of bills on amendments to the Criminal Procedure Code and the Law on Special Intelligence Means.

According to the rules of procedure of the National Assembly, a blitz control is held on the first Friday of the month, in which the Prime Minister and Deputy Prime Ministers participate. The regular Friday parliamentary control is also planned.

Last week, due to a lack of quorum, the parliament was unable to hold a single regular plenary session on the days designated for this purpose – Wednesday, Thursday and Friday.
