"We all know that by definition the government has no conscience, and the parliament is untouchable and currently with this majority there is relative stability. As such - it can do whatever it wants. The only destabilization in the parliament can come from within. That is why we are all focused on Borisov, because only he is currently trying to do and say something, perhaps because he wants to save his party". This was stated to OFFNews by the Speaker of the 45th and 46th National Assembly and former MP Iva Miteva. She commented on the angry briefing of GERB leader Boyko Borisov, the future of the government and the possibilities for the ruling majority in parliament to be overthrown and for elections to be held, as well as the obscurantist bill of "There is such a people" (ITN), which provides for imprisonment of up to 1 to 6 years for "dissemination of personal information".
The lawyer commented on the attempt to amend the Law on the State Agency for National Security (DANS), which removes the president's powers when appointing the head of the services. According to her, the proposal does not meet the principles of a democratic state:
"Therefore, I hope that GERB will think twice. I will not comment on the MRF and the BSP, because in the past they made this amendment. GERB needs to think a lot and return to where they were in 2013 (i.e., they were against these same changes to the law). In this case, laws are made for a specific person and a specific situation. I have witnessed that such changes literally turn against the one who made them for years. They should have learned a lesson from this."
The former Speaker of Parliament commented that the ITN's proposal for changes to the Criminal Code (NC) shows how dangerously productive the 51st National Assembly is, that writing laws is not an easy job and that MPs lack a high level of legal culture.
According to Iva Miteva, the Speaker of Parliament Natalia Kiselova (BSP) has exceeded her powers by refusing to allow the NA to discuss President Rumen Radev's proposal to hold a referendum on when Bulgaria should enter the eurozone.
She pointed out that Kiselova had a different opinion on the topic before becoming Speaker of the National Assembly - at a meeting of the legal committee in parliament on July 5, 2023, Kiselova defended the thesis that there should be a referendum on the euro, proposed by "Vazrazhdane" in her capacity as a constitutional expert: "Then she says that it is within the admissibility of the National Assembly to consider the issue and that this does not contradict the Constitution. She clearly made this decision under some pressure. It is difficult to be the Speaker of the National Assembly with 16 MPs behind you. You must have believed a lot!"
At the end of 2022, Iva Miteva parted ways with the ITN, in whose lists she participated as a citizen quota. She commented that the formation of this regular cabinet was a mistake from the very beginning: "APS made a huge mistake by entering this cabinet and then they seemingly opened the possibility of such coalitions as of today. They must bear responsibility. They did not judge well and I am sad because these were people who have been politicians for a long time and every detail should have been well thought out."
Iva Miteva said that the behavior of the ITN is "strange" and that he cannot explain how for years they have explained how they will overthrow GERB and MRF, and then formed a cabinet with them: "I think that this should not have happened right now in this parliament. The people who were elected to the regulatory bodies are worse than what was before 2020. Members, chairmen - somehow everything is in designated, certain people."
Iva Miteva drew attention to the rhetoric of the ruling majority and how every day they repeat the phrase "stability and predictability":
"They started talking with slogans - every day everyone who is part of this coalition uses it. As for predictability, in my opinion, considering Borisov's actions and reaction (incumbent on the elections in Pazardzhik) - you see how everything is going wrong and there is no parliament."
