Assoc. Prof. Milen Ivanov: The truth about cases like "Petrohan - Okolchitsa" cannot be fully reported

The influence of the Secretary General on the fair conduct of elections is more illusory than real. This was said by the former Deputy Rector of the Academy of the Ministry of Internal Affairs Assoc. Prof. Milen Ivanov in the “Interview with NOVA”.

According to him, all power is in the hands of the Minister of Internal Affairs and everything depends on him. “The one who dismisses and appoints the employees holds all the power. In normal countries, this control is in the hands of a police director with a six-year mandate, which stabilizes the system and limits political influence on professional activity,” he pointed out.

After the news of the dismissal of the chief secretary, Assoc. Prof. Ivanov pointed out that the same fate will most likely befall the regional police directors.

The former deputy rector of the Academy of the Ministry of Internal Affairs also commented on the current structure of investigations. “The system functions under the umbrella of the supervising prosecutor. He manages the entire process and focuses attention only on the obvious crime, without developing the entire mechanism of the act. This puts police officers in a situation of limited professional autonomy”, he added.

According to him, returning operational-search activities to the Ministry of Internal Affairs and separating the prosecutor's office from the judiciary will make the system more effective and will allow for real control over crime.
