Within days: Minister Yankulov submits a proposal for disciplinary proceedings against Emilia Rusinova

Within days, the acting Minister of Justice will submit a proposal to initiate disciplinary proceedings against Sofia City Prosecutor Emilia Rusinova, with its wording currently being refined. This was stated to the media by Deputy Minister of Justice Tanya Radulovska, a FOCUS reporter reported.

Radulovska explained that at the moment the Supreme Judicial Council (SJC) has not initiated disciplinary proceedings, and the ethics commission has taken action on its own - it can assess whether Rusinova has violated the Code of Ethical Conduct for Prosecutors in Bulgaria. According to her, the Prosecutorial College of the Supreme Judicial Council must decide whether to initiate disciplinary proceedings.

"We have no idea whether the Supreme Judicial Council in its current composition will initiate disciplinary proceedings - both against Acting Prosecutor General Borislav Sarafov and Acting Administrative Head of the Sofia City Prosecutor's Office Emilia Rusinova. I assume that they are hiding behind this screen", she said.

The Deputy Minister also commented on Rusinova's statement, in which she claims that the goal is to discredit her.

"I believe that Prosecutor Rusinova's response put an end to the illusion of transparency in the prosecutor's office. It became clear that it is transparent only when it provides information in a controlled manner. However, when society is looking for answers to important questions, the institution hides behind the systemic problem that has been talked about for years – that he will communicate only during official investigations or if the SJC decides to initiate proceedings," Radulovska said.

Last week, acting Interior Minister Emil Dechev announced that in 2021, Emilia Rusinova crossed the border with the Republic of North Macedonia near Zlatarevo in the same car as Petyo Petrov. Subsequently, the Ministry of Justice requested a report from the Ministry of Interior to assess whether there are grounds for a proposal to the SJC to initiate disciplinary proceedings against Rusinova.
