Prof. Kiselova: Even Glavchev does not know whether the elections will be 2 in 1

„The most serious problem facing the official cabinet is that Dimitar Glavchev, elected as prime minister, cannot find ministers. It may prove difficult to find 19 Bulgarian citizens of legal age who agree to leave the position they hold and enter an official office for a few months. This was stated by Assoc. Nataliya Kiselova, professor of constitutional law in the program “The Live Day” on NOVA NEWS.

She thinks all the high demands are reasonable for a regular government. By m.y. the philosophy of the caretaker government was for experts to get out of one situation and enter another, explained Kiselova.

For the ministers, the conflict of interest remains, the lawyer explained, on the occasion of the articles published today in the “State Gazette” changes in the Law on the BNB. According to her, service ministers would most easily become pensioners, unemployed or scientific workers, because they would not have a conflict of interest.

She gave the example of the former speaker of the parliament - Iva Miteva, who before becoming the speaker of the 45th and 46th National Assembly, was an expert there. “After that, she tried to return to her post, but was removed in an unpleasant way and is now suing”, Kiselova said.

According to her, even Dimitar Glavchev does not know whether the elections will be 2 in 1, because he must have technical time in which to hold talks with the possible candidates.

The other serious hypothetical question is if the president decides that he cannot work with the caretaker prime minister, Kiselova said. She predicts that the acting prime minister should be able to be replaced.
