PP-DB were surprised that the second term fell to them and they are trying to somehow way to play the situation. In their experience I rely on an election campaign, from the point of view of their future strategies related to the sure early parliamentary elections.

This is what he told “Focus" the political scientist Milen Lubenov.

According to him, it is not very clear what the PP-DB is proposing besides a declaration, they say that corruption is a cornerstone that can solve the political crisis. "PP-DB and GERB ruled for nine months, but no real solutions to fight corruption were taken. I am skeptical that within this National Assembly, which is also the most problematic due to collapsing political parties, it will be possible to obtain any majority in this Parliament. A parliament that creates temporary commissions to investigate cases that are the work and task of other bodies cannot produce anything," noted Milen Ljubenov.

He calculated that the procedure in the Constitution for forming a government - art. 99 is clear and PP-DB must decide whether they will take steps to seek support and create a majority. "What we are being offered right now is part of the election campaign that has already started. GERB-SDS declared that they will not support another mandate. It is evident that within this National Assembly, whatever majority is created or an attempt is made to form a government, it will not be sustainable. The better solution is to go to another parliamentary election.

According to Lyubenov, no one knows what the situation will be in case of new elections: "We don't know who will be participating in these elections. We see discord in the political parties, splits, contradictions in the PP-DB as well. The picture is very unclear and from now on it is not correct to comment on it and make any long-term forecasts", the political scientist stressed.

The political scientist added that the split in the DPS has a lasting impact on the political scene. "It is important to see how this issue will be resolved within the party. If the entire party leadership is removed from the party, the DPS is more likely to consolidate in some way. The dual power at the top of the two co-presidents can create a problem. This issue must be resolved before the early parliamentary elections, otherwise there is a risk that the DPS will have a problem with registration both in terms of lists and disputes about who is the legitimate leadership", the political scientist predicted.

"The situation in PP-DB shows that “Democratic Bulgaria" tend to attempt to form a government while “We continue the change" they see no such possibility. Now they have come to some middle ground with this declaration, but it does not resolve the main question - with whom they would negotiate from today to form a government. In the following days, the issue will be resolved, and on Friday the president will most likely hand over the second mandate to form a government, which will not be fulfilled and will be returned," added Milen Lyubenov.
