The Washington administration is ready to amend the new US plan for resolving the conflict in Ukraine while it is being discussed, but expects Kiev to take the US proposals seriously, the American portal Axios reported.
According to an American official, Washington considers the plan a “living document“ that can be amended based on consultations with the parties. “However, the official insisted that this is a fair proposal and the US expects Ukraine to engage seriously and without delay”, the publication emphasizes. It specifies that US President Donald Trump has approved the plan.
The portal also published all 28 points of the plan. According to the publication, their authenticity has been confirmed by American and Ukrainian officials. These points correspond to the content of a document previously published by Ukrainian Verkhovna Rada member Oleksiy Goncharenko, which is a Ukrainian translation of the aforementioned plan.
According to one of the points published by Axios, “the United States and Russia will agree to extend the treaties on non-proliferation and control of nuclear arms“.
The media outlet specifies that this applies in particular to the Strategic Arms Reduction Treaty, signed in 2010.
Russian President Vladimir Putin announced on February 21, 2023, that Moscow was suspending its participation in the agreement, but was not withdrawing from it. The head of state stressed that before returning to discussions on continuing work on the treaty, the Russian side must understand how it will account for the arsenals not only of the United States, but also of other NATO nuclear powers - the United Kingdom and France.
According to another clause, “Ukraine will hold elections 100 days“ after the plan is approved. The American side also proposes that the Zaporozhye Nuclear Power Plant operate under the supervision of the International Atomic Energy Agency, with the electricity generated by it being divided equally between Russia and Ukraine. One clause provides for “an invitation to Russia to rejoin the G8“.
