The governor said the drone dropped an explosive device on a car carrying civilians in the village of Apanasovka, a few kilometers from the Ukrainian border.
Starovoit later reported new drone attacks. An air alert was also declared in the neighboring Voronezh region.
In the early hours of today, a Ukrainian drone fell on a hospital under construction in Russia's Lipetsk region, causing a fire that was quickly extinguished, regional governor Igor Artamonov announced.
