EU introduces common guidelines for responding to large-scale cyberattacks

EU Council stresses importance of cooperation in incidents with cross-border impact

The Council of the European Union announced today that it had approved new guidelines for coordinated action in large-scale cyber incidents, BTA reports.

The document recognizes that while the primary responsibility for such incidents remains with member states, a common approach is necessary due to the risk that the consequences will affect more than one country.

The new guidelines cover preparedness and response capabilities for cybersecurity incidents. The communication notes that hybrid campaigns and cyberattacks can have a direct impact on security, the economy and social stability across the EU. Such events could disrupt the functioning of the internal market and endanger public safety.

The Council of the EU stresses that coordination at technical, operational and political levels is essential for effective crisis management in cyberspace.

The new European guidelines provide for clearly defined mechanisms for triggering joint actions, as well as rules for informing the public. The document also takes into account the need for cooperation between civilian institutions and NATO structures.
