"Toplofikatsiya Sofia“ has been managed by incompetent persons from an engineering point of view for a long time. It is like a black box. This was explained in “Hello, Bulgaria” by the chairman of the Bulgarian Energy and Mining Forum Ivan Hinovski, commenting on the shutdown of the heating and hot water in "Druzhba 2" in Sofia due to repairs to the district heating network.
In his words, the company's biggest problem is not financial, but personnel - the company's engineering policy is led by people without technical expertise. “No "can lawyers and economists make engineering decisions for such a complex energy facility," he commented.
According to Hinovski, the leaks are only part of a much larger problem. "Toplofikatsiya" does not even have a diagram of its underground infrastructure – it is not known exactly where the pipes run, what they are, what diameters, when they were replaced, what their operational condition is“, Hinovski pointed out.
He also commented on an important question - can heating be cheaper? "Yes, it can, but several things need to be done immediately", the expert is categorical.
And he emphasized that "Toplofikatsiya" must first be restructured, secondly – the market for private heat producers must be opened and thirdly – it must immediately start phased modernization. "Only in this way can we talk about lower bills and higher efficiency", concluded Hinovski.
