There will be no technological time to hold a referendum on the euro. This became clear from the words of the constitutionalist and former Deputy Speaker of the National Assembly Prof. Ekaterina Mihaylova in the program "Face to Face" on bTV, quoted by novini.bg.
Her comment is in connection with the decision of the Constitutional Court, according to which the Speaker of Parliament does not have the authority to assess whether it is permissible to hold a national referendum and to reject a proposal.
According to the Law on the Constitutional Court, this decision must be published in the State Gazette within 15 days and then the decision must enter into force. First, these deadlines must expire and then other actions may be taken. It must be decided whether the old proposal submitted to the parliamentary registry can be considered or whether a new one should be taken. Whatever they decide, a decision by the chairman and the standing committees will follow, which must be considered. This way, the New Year will come, I think, even before it has been considered in committees. The euro has been introduced since January 1, and this referendum practically becomes pointless, said Prof. Mihaylova.
There will hardly be an extraordinary issue of the State Gazette, she added.
The interpretation of the act, which the National Assembly must decide on, is a decision by a majority of the National Assembly. The request by the president itself was a purely political request, and not in accordance with constitutional and legal norms. Such a political action was responded to with a political action. I do not believe that the then-chairwoman Natalia Kiselova took this action alone - she was supported by the ruling majority, and probably by a little more than the ruling majority - and by those who support adopting the euro as the national currency from January 1. There are enough legal arguments not to hold such a referendum and to refuse the request, the constitutionalist commented.
We will hear more political statements. Apparently, the president is preparing to play on the political terrain, because he is increasingly behaving like a political player, and not acting in accordance with his constitutional obligations. But this may be normal when elections are approaching. I personally think that there will be no other elections before the presidential ones, said Prof. Ekaterina Mikhailova.
