A protest in front of the Ministry of Culture under the heading: "Nothing is wrong" is being organized this morning by cultural figures and organizations.
They are beneficiaries of the Recovery and Resilience Plan and claim that they are threatened with bankruptcy due to delayed payments.
Cultural organizations implementing projects under the National Recovery and Resilience Plan are raising the alarm about a serious risk of a liquidity crisis in the sector due to blocked reporting and delayed payment of funds under the procedures administered by the National Fund "Culture". At the same time, many projects are already in an advanced stage of implementation, with events implemented, commitments made to artists and partners, and expenses accrued.
The main difficulty is the fact that at the moment the modules for interim reporting are locked. This practically makes it impossible to enter subsequent costs already incurred, to submit requests for a second or final payment and to plan a normal cash flow for the projects. All this is happening with a fixed deadline for submitting requests for interim payment of 30 November 2025.
The organizations also report serious difficulties in communication with the National Fund "Culture" - many messages are not answered for months, and individual advisory support is practically absent.
