On December 9, 1927 the Mollov-Kafandaris agreement on population exchange between Bulgaria and Greece was signed.
The Mollov-Kafandaris Agreement is an agreement between Bulgaria and Greece, signed on December 9, 1927. and approved by the Council of the League of Nations (forerunner of the United Nations) on January 12, 1928.
It was signed by the finance ministers of both countries - Professor Vladimir Mollov and Georgios Kafandaris. The document regulates the financial issues of liquidation of Bulgarian properties in Greece and Greek properties in Bulgaria. Greece undertakes to pay BGN 1,050,000. of Bulgaria. As a result, there is an exchange of population on both sides.
Indemnities are not paid under the Neue Treaty. This is about an agreement signed between Bulgaria and Greece regarding the settlement of the consequences of the soldiers and the property of the Bulgarian emigrants from Greek territory to Bulgarian territory in the period 1913-1944.
In general, with it, Bulgaria pays its state debt to Greece with the property of Bulgarian immigrants, i.e. with houses, fields, inventory, etc. In this way, the financial relations between the two countries are settled, and subsequently Bulgaria must pay compensation to its citizens, whose property was used to repay the state debt.

Who is Vladimir Mollov?
Vladimir Mollov (04.07.1873-29.04.1935) is a famous lawyer, statesman and public figure, full member of the BAS (1906). He was born in Kyiv. Graduated from Moscow University, specialized in Paris, Halle, Leipzig, Vienna and Turin. Professor at the Faculty of Law of the Sofia University “St. Kliment Ohridski”.
One of the leaders of the Democratic Party, and after 1923 and the Democratic Conspiracy. Minister of Public Education, Railways, Posts and Telegraphs.
As Minister of Finance (1926-1931), he signed the Refugee Loan in 1926. and the Stabilization Loan of 1928

Geneva, December 9, 1927. /Swiss Telegraph Agency/ The Council listened to the short report of the representative of Finland on the insistence of the Bulgarian refugees and the financial recovery of Bulgaria. Mr. Mollov thanked the Financial Committee and the members of the UN Secretariat who had gone to Sofia to study the situation in the country and expressed the hope that by the next session of the Council in March, a full agreement on all points will be reached. Mr. Niemeyer found that there remained only three or four points which needed some explanation. He added that the Finance Committee expects to be able to present its final report shortly.

Geneva, December 9, 1927. /Swiss Telegraph Agency/ In the report of the Financial Committee for the Accommodation of Bulgarian Refugees, it was stated that the members of the committee, who had recently gone to Sofia, spoke highly of the competence with which the services are led by Commissioner Sharon and Mr. Sarafov .
Regarding Bulgaria's financial situation, the report says that although significant progress has been made, some issues are not yet fully resolved. The committee intends, therefore, to continue its studies with the cooperation of the Bulgarian government and to present its report at the next session of the Council.

Geneva, December 12, 1927. / Swiss Telegraph Agency/ In its last meeting, the UN Council considered the agreement regarding the Greek-Bulgarian emigration. The rapporteur Mr. Holsti /Finland/ recalled that this question was put for study in September of the Finance Committee. The negotiations ended happily with the signing on December 9 of the Mr. by the Bulgarian and Greek governments of an agreement on the basis approved by the Financial Committee. At the suggestion of the rapporteur, the Council unanimously approved a resolution congratulating the representatives of the Bulgarian and Greek governments, the chairman of the Joint Commission and the Finance Committee for the successful results of their work and approving the report. Messrs. Mikov and Dendramis, on behalf of the Bulgarian and Greek governments, stated that they accepted the report.
The floor was then taken by Sir Austin Chamberlain, who stated that he was happy to join in the thanks expressed to the Governments concerned, to the Joint Commission, and to the Finance Committee, and noted the happy settlement of the difficult and important question which had been brought before the Council in m. December 1923
The session of the Council will be closed.
