The deputies from the parliamentary Committee on Economic Policy and Innovation voted at their meeting today in support of the April 29 veto by President Rumen Radev on the amendments to the Investment Promotion Law adopted on April 19. 10 people's representatives voted against the re-adoption of the law, BTA reported.

From the presidential institution, guests at the meeting were Krum Zarkov, the president's secretary for legal affairs, Rositsa Karamfilova, the president's adviser on ecology, and Ivanka Ivanova, the adviser for legal affairs. Krum Zarkov briefly presented to the people's representatives the motives of the head of state for issuing the decree.

"The President returns for a new vote seven paragraphs of the adopted Law amending and supplementing the Investment Promotion Law. The President does not oppose this goal, which he considers legitimate, but as he has emphasized on other occasions, this cannot be done at the expense of the constitutional rights of citizens, which are undoubtedly the protection of a healthy environment, as well as access to justice. , Krum Zarkov pointed out.

"The fact is that many key laws such as the Environmental Protection Act, the Spatial Planning Act and the Renewable Energy Act have been changed in one reading, without substantial discussion and without the opportunity for stakeholders to pronounce themselves," he said.

Deputy Vladislav Panev from the PG of "We continue the change - Democratic Bulgaria" defined the president's motives for imposing the veto as completely valid.

Rumen Gechev from the group of "BSP for Bulgaria" also supported the presidential veto and urged the members of the commission to find the balance of interests in the considered Investment Promotion Act.

"I am empowered to support this revision of the texts in order to find the balance in which we make sure that we remove obstacles that are deliberate in order to benefit certain organizations stopping the projects, but at the same time that we will not let's allow investments to be carried out also under conditions that are not in the public interest", Rumen Gechev justified his position.

Yordan Tsonev, MP from the DPS group, took the third floor.

"One of the problems we have not been able to deal with in these 25 years is the abuse of green law," Tsonev pointed out, without denying the existence of abuses and environmental damage. "I don't think we should stop looking for a way to deal with this problem.

The changes in ZNI, according to Tsonev, are in response to finding a balance between investments for the benefit of people and environmental protection, again for the benefit of man.

In his turn, Alexander Ivanov, vice-chairman of the Commission for Economic Policy and Innovation and deputy from the "GERB-SDS" group, presented the position of the parliamentary group he represents and why it does not support the veto: "We believe, that the time had come to put an end to the "green racket" in social development and major infrastructure projects, in the interest of all citizens and the Bulgarian economy. We do not agree with some of the reasons advanced by the presidential institution regarding the lack of judicial review. On the contrary – there is also that of the Supreme Administrative Court".
