The team of the National Preventive Mechanism at the institution of the ombudsman carried out a surprise inspection in the psychiatric clinic at the University General Hospital "Saint Marina“ in Varna, where this Monday, after a fire, one of the patients died, BNR reported.
The inspection found a number of violations. One of them is that at the time of the fire, the patient was tied without complying with basic requirements for patients with established mental disorders. The room in which the patient was fixed has no video surveillance and no constant monitoring was carried out.
The inspection also found the presence of extremely limited staff in the men's department of the clinic. At the time of the incident, one nurse and one orderly were on duty. In total, there was one doctor on duty for the 4 psychiatry clinics at the hospital.
Also, in the isolators used by the First Psychiatric Clinic, there is no built-in fire alarm system, despite instructions issued by the control authorities.
All the results of the inspection are to be presented in a report with recommendations to the competent institutions.
