The reasons that led to the fatal accident, in which yesterday a 16-year-old a boy died after an accident with an electric scooter in Pleven. Along the street where the boy was walking, there was a trench filled with stones, but the place was not asphalted. According to the testimony collected by the District Prosecutor's Office, he was without a helmet, BNT reported.

The fatal accident happened on the evening of August 27. The boy was riding the electric scooter on a street where a newly constructed building was connected to the water supply network.

"The excavation started on August 22, the water supply connection was made. This was carried out by a plumbing company. They fill the trench up to the level of asphalting," said Dr. Valentin Hristov – Mayor of Pleven Municipality.

The asphalt had to be laid by another company. Pleven Waterworks refused to comment. But according to the company's testimony before the prosecutor's office, the deadline for this is 14 days and has not expired. There was permission for the annexation, but according to the mayor Valentin Hristov, the municipality was not informed about the construction activities themselves and therefore the place was not marked.

"At the moment, all the documentation of the contractor of the construction site is being reviewed," said the mayor of Pleven.

An inspection has been carried out at the site.

"The trench was filled with inert materials, but apparently as a result of the passage of motor vehicles, a difference in level was formed between the asphalt coating and the embankment. The other thing that the witnesses state is that he was without a safety helmet and without the lights on, as required by the municipality's regulation," said prosecutor Diana Ilieva – spokesman for the District Attorney's Office – Pleven.

According to witnesses, the boy was driving in the road lane, which has no ditch, but suddenly changed direction.

"And it passes at the end of the trench in question, exactly where the unevenness was formed," explained prosecutor Diana Ilieva.

By ordinance of the municipal council, the maximum speed for movement in the city is 25 km/h. However, residents of Pleven say that it is not respected. As well as that the streets are in bad condition.

"They didn't dig holes, but the boy drove – I don't know".
"Especially here in the center, little girls and boys literally fly by mothers with strollers, by small children. It's dangerous".

At the beginning of the summer, the municipality launched an explanatory campaign related to the movement of electric scooters. But there are no results from it: in just one day, 5 accidents were registered, one of which resulted in a victim.

Today a vigil will be held in memory of the 16-year-old boy who died in the accident. The vigil will be from 7:00 p.m. to 8:00 p.m. on "Three Pines" Street. in g.k. "Friendship".
