The new Cadastral System (KAIS) was to be operational on December 16. According to the developed schedule, the migration of data from the old to the new portal was to be done within 5 days, from December 11, 2024 (Wednesday) to December 15, 2024 (Sunday). However, currently, users are experiencing a serious problem in handling the new system, which makes their work extremely difficult. This was announced by the MP from "Vazrazhdane" Eng. Kosta Stoyanov, reports dnes.dir.bg.
He noted that the new system is intended to improve both the speed and accessibility of administrative services.
The upgraded processes for providing internal electronic administrative services, aimed at ensuring the official exchange of information between state and municipal departments. It is also planned to have a connection with the property and commercial register, GRAO, BNB, "Bulgarian Posts", as well as companies for utility payments.
"All this is very good as a wish, but in practice something else is happening.
In order for something new to work, which is quite specific, such as the work with the cadastral and specialized maps, with people's property registers, it is appropriate to have a period of testing the system. Apparently, this has not been done, but rather the clients and contractors wanted to absorb the planned funds by the end of the year and launch the system, without caring about what problems the new one will cause.
Everyone who is currently trying to use the system professionally complains that it practically does not work. The problems are the most elementary ones - from the transfer of data from the old to the new system. to more complex cases, such as changing the cadastral map.
According to data from qualified persons in the field of cadastre, since the launch of the new system on 16.12.2024, the module in question has been creating problems for the geodetic guild, as it does not allow projects to be submitted for changing the cadastral map, as it generates errors that are inexplicable to specialists.
There is also no feedback from the employees of the Agency for Geodesy, Cartography and Cadastre (AGCC) and in practice the method of "trial and error" is used. This is a very serious problem, affecting all Bulgarian citizens, because files on a variety of cases are delayed - entry in the property register, change of the PUP, moving of buildings and many others," noted Eng. Stoyanov.
He added that the Ministry of Regional Development is the main culprit for this problem, but it is visibly indifferent and does not even give people an explanation of when and how it will be removed.
"We are witnessing, once again, millions of levs spent, invested in a non-working system and again we get a bad result, for which we, the citizens, pay! Our money is used to fill the pockets of private companies and subcontractors for a system that does not work, but is infinitely necessary for all of us", Kosta Stoyanov was categorical.
In connection with the extremely serious situation that has arisen, the MP from "Vazrazhdane" has asked the following questions to the Minister of Regional Development:
1. Who is the executor of the public procurement for the development and implementation of the new system?
2. How much is the contract worth and what is the deadline for its development?
3. Did surveyors participate in the development or only software engineers and IT specialists?
4. When creating the module "cadtest.cadastre.bg" /cad test cadastre/, was it taken into account that a large part of the cadastral maps were accepted with errors or was it relied on the persons authorized to carry out cadastral activities, in the process of their work, to eliminate the errors that were not eliminated when approving the cadastral maps for various territories of the country?
5. Are there any sanctions and error correction provisions in the system?
6. Who is responsible for its implementation?
7. What measures will the MRDPW take for the proper functioning of the system and within what timeframe will it work properly?
Eng. Kosta Stoyanov added that he hopes the MRDPW will take quick and adequate measures to eliminate this problem, which hinders the work of thousands of specialists and citizens.
