The “Petrokhan“ cabinet was conceived illegally, since the acting Prime Minister Andrey Gyurov took the oath illegally. This was stated to the media on the sidelines by the MP from “There is such a people” (ITN) Stanislav Balabanov.
He cited the Law on the BNB, according to which in cases where the governor or deputy governor of the central bank is appointed acting prime minister, he must immediately resign.
Balabanov pointed out that before his oath today before the National Assembly, Gyurov had plenty of time to submit his resignation as deputy governor of the BNB, but he did not do so.
He neither submitted his resignation to the BNB nor to the body that practically appointed him, because the National Assembly elected him with its votes as deputy governor. That is, he became prime minister while he was deputy governor of the BNB, the ITN deputy explained.
He then announced that after his oath before the members of parliament, Gyurov submitted his resignation to the parliament's registry “at 10:22”. And in this regard, Balabanov asked whether Gyurov was legally appointed as acting prime minister.
„Everyone who understands constitutional law should give their opinion on this topic. In our opinion, he is not. But Kiril Petkov was also a dual citizen when he became prime minister... This is the first bad signal for the entire Bulgarian society. The second signal, which is more disgusting, is related to the Deputy Prime Minister for „fair elections“ Stoil Tsitselkov“, he added.
In addressing Tsitselkov, Balabanov asked to know whether Tsitselkov had really been detained three times by the police in recent years.
According to our information, he was arrested the first time for using marijuana; the second time for using alcohol, probably while driving; We are yet to clarify why he was detained the third time, he added.
The ITN called on Tsitselkov to resign because "this is a moral act on the one hand," and on the other, because there are rumors that he is "on the side of people who have committed pedophile acts against minors."
Toshko Yordanov said that Tsitselkov was sent to Ghana in 2020 as an election observer there, but then received a 5-year ban from the European Commission from participating in EU election observation missions due to "an incident with a woman in a hotel room in Ghana."
