The Joint Management Council of the government is meeting today. After it, Prime Minister Rosen Zhelyazkov stated that specific measures were discussed, both in terms of spending and revenue.

"Because the spending of a minus 3% deficit must also correspond to the revenue base. We will not propose exotic measures. We will not increase social security contributions. We have clearly stated that we will not change the tax and social security burden and will submit a draft budget with the current law on value added tax," said Zhelyazkov, quoted by BNT.

The analysis of Finance Minister Temenuzhka Petkova on the funds unpaid in 2024 and transferred to 2025, forming a deficit of 18 billion leva, which the government has been talking about for the third week, was discussed.

"You know that in recent days there has been a serious controversy regarding the closing of the financial year 2024 - invoiced expenses that have not been paid. This topic was important to discuss in view of what the expenditure base for the draft budget will be," Prime Minister Rosen Zhelyazkov said after the meeting.

This is a step so that the government can submit a draft budget for 2025, the Prime Minister added. The deficit in it should not be higher than 3%.

"This will be the proposal of the Council of Ministers. We discussed the individual measures, both in terms of expenditure and revenue. Their realism and feasibility".

The budget will be such that "after a vote in the National Assembly, under these parameters and indicators, the government will have the basis to submit a request for a convergent report".

Rosen Zhelyazkov expressed hope that the budget would be supported and turned to the PP-DB with the question "whether they would support a budget that would enable Bulgaria to submit a request for a convergent report".
