The Commission for Protection of Competition initiates proceedings to establish possible violations of national and European competition legislation by “Lukoil Neftochim Burgas“ AD and “Lukoil-Bulgaria“ EOOD.

Monitoring the fuel market is a priority in the work of the CPC given its importance for the economy, the prices of goods and services, as well as for end consumers. The Commission has repeatedly established violations of the competitive environment in the sector, imposing sanctions on companies from the “Lukoil“ group, totaling BGN 262,907,629, the regulator recalls.

The CPC received signals from 2024 and 2025, including from a participant in the fuel sales markets, containing allegations of intentional restriction of the import and wholesale trade of fuels in the country. This information was added to data and information collected during regular sector monitoring.

The decision to initiate proceedings is based on a preliminary investigation, which the CPC informed about on June 2. Within the framework of the preliminary investigation, indicators of a possible distortion of the competitive environment in the vertically related markets for the sale of A95H gasoline and diesel fuel have been identified, the Commission explains.

The investigation aims to establish whether there are new manifestations of abuse of a dominant position that could affect the overall market structure, the behavior of other participants and the interests of consumers.
