A gentleman came to me, who was previously introduced to me by Nikola Barbutov as an expert in public procurement. He told me that there was a ready-made protocol for a public procurement with the name of a company that would build the kindergarten in the area. This protocol is the ranking of the specific companies and who would win. I refused this method of work and to be a rubber stamp. Then I was offered this money.
This was revealed by the mayor of the "Mladost" district Ivaylo Kukurin on Nova TV regarding a proposed bribe of 300,000 leva, quoted by novini.bg
When asked who this person was, he refused, explaining that the case was under investigation. But when asked if it was about Petar Rafailov, Kukurin confirmed.
"I saw that there were 8 companies, but none of them told me anything. Then I got interested and saw that two of the companies mentioned in the scandalous recording also participated in the public procurement for our region," the mayor explained to "Mladost".
Kukurin also added that the conversation during which he was offered these 300,000 leva took place in his office.
He said that they had sought out the mayor of Sofia to tell him what they wanted and were thinking of doing, but he did not answer their calls and messages.
That is why they came out and told the truth.
"We had the opportunity to do it earlier, but there were by-elections and the moment was unfortunate", he said.
Regarding his claims that he was offered a specific person to be appointed by him as deputy mayor, Kukurin explained that this was Iskren Arabadzhiev. He was proposed by the party secretary. This happened in a telephone conversation.
"My team was formed and I did not appoint him", the mayor explained.
