In 2024, the number of serious road accidents and serious injuries remains alarmingly high, according to the Report on the State of Road Safety for 2024, adopted today by the Council of Ministers. This was announced by the press service of the cabinet.
The Council of Ministers adopted a Report on the State of Road Safety for 2024 and on the implementation of the National Road Safety Strategy in the Republic of Bulgaria 2021-2030.
The document was prepared by the Chairman of the State Agency “Road Safety“ on the basis of the Road Traffic Act, and includes information provided by the responsible institutions at the national, regional and municipal levels.
The report presents an in-depth analysis of the state of road safety, taking into account current challenges, achieved results and systemic weaknesses. In 2024, 77,171 road accidents occurred in the country, with the number of serious incidents and serious injuries remaining alarmingly high. Children, motorcyclists and older road users remain particularly vulnerable.
Despite the positive trends reported in some indicators, the overall picture points to the need for more decisive intervention. Some of the measures set out in the action plans are not sufficiently supported politically, institutionally and financially. The report emphasizes that road safety should be a national policy priority, supported by all sectors of society.
In response to the identified problems, in 2025 the government began implementing a Work Program with specific urgent measures, as part of the Operational Plan for the GDP. Together with the Three-Year Plan for the period 2024-2026, they lay the foundation for systematic improvement through: commitment of institutions at the highest level; sustainable financing and program planning; accelerated legislative changes; building a modern information system for road accidents; prioritizing safety in the management of the republican road network; support for local authorities and efforts to build a culture of responsible behavior on the road.
The government emphasizes that road safety is a matter of public solidarity, responsibility and a systematic approach. The 2024 report offers not only a critical look at the present, but also a clear path forward towards safer and more sustainable mobility in Bulgaria.
Road traffic continues to grow - a 14.4% increase in mileage compared to 2019, which increases the pressure on the road system and the risk of accidents. Although the number of fatalities has decreased by 9% compared to 2023 and by 23.9% compared to 2019, there is an increase in serious accidents with victims and seriously injured - a trend that places additional emphasis on the need for systematic prevention, the State Agency for Road Safety announced on August 1.
