The Consortium DZZD "Gradski Inzhenering 2025", including the companies “Glavbolgarstroy" AD, “GBS - Plovdiv" AD, “GBS-Project" AD, will renovate the building of the former party house. A total of three participants competed for the public procurement for the renovation and introduction of energy measures of the emblematic building on “Central" Sq., recalls Plovdiv24.bg.
9 million 419 thousand leva is the amount allocated for the complete renovation. “PIRS-D" OD gave the lowest proposed offer - 9,135,039 leva, “Akvakonstrukt Group" Ltd. - 9,360,000 leva. The third - 9,409,569.60 leva is also the highest offer of the winner according to the decision of the Public Procurement Law Commission, signed by Deputy Mayor Vladimir Temelkov.
According to the objectives of the order, the selected contractor must make a complete thermal insulation on the outside of the 12-storey building, on the floor and on the roof, remove the old and install new window frames, lighting, heating and cooling system. The construction of a photovoltaic power plant for its own needs is also planned. The contracting authority is the mayor Kostadin Dimitrov himself.
3,942,000 leva have been provided by the Recovery and Sustainability Plan, and the rest is from the municipal budget.
We recall that a few years ago the issue of demolishing the building and opening the view to the Rhodope Mountains was raised. At that time, a significant part of Plovdiv residents declared themselves “for” the idea. The problem is that the construction directorate of the Plovdiv municipality is located there, and some of the floors are also occupied by state institutions. However, the building is not functional, and it is so narrow that even the copiers are located in the corridors, since there is no room for them in the small rooms intended for offices.
Former mayor Ivan Totev also declared himself against spending public funds for the renovation of this building:
The decision to renovate the building of the former Party House is an impersonal decision. The renovation of a morally obsolete building, which visually, transportally and historically burdens the central part of the city, is a wrong decision.
10 million for the renovation of a building of 7,000 sq. m. of gross floor area, not meeting modern earthquake standards. Non-functional, with large corridors and small rooms. With a current and still valid decision of the Municipal Council to remove it.
