Under the new rules for causing death, the penalties are from 10 to 15 years, and in particularly serious cases from 15 to 20 years of imprisonment. This was stated on Nova TV by lawyer Iliya Todorov from the Association of Accident Victims, commenting on the case of the 18-year-old man who swept away three children and three adults with an ATV in "Sunny Beach" in mid-August. On Wednesday, it became clear that 35-year-old Hristina, the mother of 4-year-old Marty, who was transported with serious injuries to a Sofia hospital, had died.

Rumen Dunev from the Association of "Autotechnical Experts on Road Safety" commented on the technical condition of the machine and its registration. According to him, in this particular case it is not an ATV, but a buggy. "ATVs are a different type of machine. In this case, the machine is registered with a lower power. My personal opinion is that it is registered with a lower power so that it can be driven with the AM category. The AM category can be held by all drivers who have passed the theoretical exam at the age of 16. They can drive machines up to 4 kW," he explained.

And he emphasized that in this case it is clear that this is not a small machine, and the drivers must be with a different category. "After reviewing the publicly available information, I believe that this machine is over 550 - 800 kg. It cannot even be driven with a B1 license. This 4-wheeled vehicle must be driven with category B".

The registration with lower power aims to rent the machine to drivers who have the required category. But it is more powerful in order to have a greater mileage. "And it is electric and must have more batteries to move. And last but not least, from the footage I saw - the machine also has two seats in the back, which are with belts. That is, a small 4 kW machine, as registered - does not have the traction power to carry four passengers on board," Dunev summarized.

Attorney Todorov also commented on the average speed, the measurement of which will be made by the toll system cameras. According to him, this is a good measure that should have been implemented two years ago. "For this measure to be effective, however, the sections actually measured must be numerous and relatively short. Because when we have very long sections, the average speed naturally drops there and violators cannot be caught".

According to him, the sanctions for exceeding the instantaneous speed by 10, 20, 30 km per hour should not be the same as those for exceeding the average speed. He was also categorical that the sign system should also be refined. "On first-class, second-class and all kinds of roads in our country, there are all kinds of absurd signs, a large part of which are forgotten or unnecessary or wrong".

On this issue, Rumen Dunev emphasized that it is impressive that most accidents on first-class roads occur with trucks. "We have repeatedly appealed for heavy goods transport to stop on weekends, as it is in Western Europe".
