Fourth month in a row: Ukraine underfunded for US arms purchases

Kiev has received roughly $3 billion, according to data from Volodymyr Zelensky's office, while double the amount expected

In the four months since the launch of the PURL program, Ukraine has received roughly $3 billion less from its European allies - roughly half the amount it had hoped for, according to data from Volodymyr Zelensky's office.

Ukraine's monthly needs under the program, which launched on July 14, are estimated at $1-1.5 billion, or $4-6 billion over the nearly four months of its operation. These funds are intended for the purchase of Patriot missiles, which Kiev regularly requests. As of November 6, however, Ukraine had received only $2.82 billion.

The pace of funding for US arms purchases from the United States is also slowing. The first $2 billion under the PURL program was allocated to Ukraine between July 14 and September 1. The next tranche of approximately $422 million was released in mid-October, and another $398 million was released in the three weeks since.

The PURL program was launched on July 14 by US President Donald Trump and NATO Secretary General Mark Rutte. Under this mechanism, Kiev's allies buy weapons for Ukraine from US stocks. However, several European countries are advocating that their funds be used to develop their own defense sector and purchase their weapons for Kiev, rather than American ones. However, some types of weapons, including the Patriot, cannot be replaced by European manufacturers.

Since the start of the fighting, Kiev's Western allies have significantly increased their arms supplies to Ukraine and are providing new aid packages. Kiev has consistently demanded an increase in military aid. Moscow has repeatedly stressed that Western arms supplies to Kiev and assistance in training Ukrainian troops only prolong the conflict and do nothing to change the situation on the battlefield.
