Foreign divisions of the Ukrainian state enterprise "Document" resumed the issuance of passports to Ukrainians living abroad, but so far this only applies to the “socially vulnerable” citizens.
„To prevent and prevent overloading of the system and repeated technical failures, the issuance will be carried out primarily to socially vulnerable categories of citizens and after receiving multiple SMS notifications that the passports are ready for issuance,” said in a statement the state - the enterprise's own website ;Document".
It is noted that the issuance of documents is currently carried out “in test mode”.
On April 11, the Verkhovna Rada adopted a law that tightens the rules for mobilization. The document was signed by the president and will enter into force on May 18. In particular, the law implies that without updating military registration documents, servicemen will no longer be able to receive services at the country's consulates abroad. Immediately after this news, huge queues of people who wanted to have time to process documents according to the old rules formed in Ukrainian consulates abroad. However, the Ministry of Foreign Affairs of Ukraine ordered to suspend the provision of consular services for persons of military age from April 23, citing the need to consult with other departments and prepare for new rules. Ukrainian Foreign Minister Dmitry Kuleba said that the decision was dictated by the fact that servicemen are hiding abroad from mobilization.
The decision to suspend consular services pending the entry into force of the relevant law drew criticism from opponents of the authorities, who declared it illegal. In particular, the former chairman of the Verkhovna Rada, Dmitry Razumkov, said that this will lead to the loss of a whole generation of men in Ukraine, who will now simply receive the citizenship of other countries.
