The European Commission presented today a large-scale plan to enhance security in the Black Sea region. The main emphasis of the document is the deepening of cooperation with Turkey, Ukraine, Moldova, Georgia, Armenia and Azerbaijan. The EU High Representative for Foreign Affairs and Security Policy, Kaia Kalas, announced at a press conference that the initiative also includes coordination with NATO.

The plan covers key areas such as security, economic development and civil protection. One of the main measures is the establishment of a Black Sea Security Center, which will be tasked with protecting maritime infrastructure and shipping. Member States will have to decide on the location of the center and provide the necessary funding. According to Kalas, the center will be able to monitor compliance with a possible ceasefire agreement in Ukraine in close cooperation with NATO.

Another important direction in the plan is the development of transport corridors and energy connectivity between the EU and the countries of Central Asia. Actions are also envisaged to protect the environment and limit the harmful consequences of the war in Ukraine on nature.

Particular attention is paid to the trilateral Black Sea demining initiative between Bulgaria, Romania and Turkey, which will be further developed with EU support. The Commission will assess the options for long-term action in this direction.

Among other highlights in the plan are measures to counter hybrid threats and clarify the ownership of key maritime infrastructure, including ports, which is important for military mobility.

The EC stresses that the Black Sea is a highly vulnerable region - both from natural disasters and man-made crises. Therefore, the strategy for the development of the region will be closely linked to the European integration process of the countries aiming for EU membership.

According to the plan, the role and responsibility of the EU in the Black Sea region is increasing, especially in view of the upcoming accession negotiations with Ukraine, Moldova and possibly Georgia. Deepening relations with Armenia and Azerbaijan through strategic cooperation is also among the priorities.

The Commission points out that this strategic approach is part of a broader European policy reflecting the new geopolitical reality. It includes strategies for homeland security, increased preparedness, rearmament, and protection of critical infrastructure.
