Tsvetlin Yovchev after the floods: The lack of a strategic vision in each area leads to such situations

It is long overdue to create a state agency based on Fire Safety and Population Protection. The EMS, Ambulance, helicopters can be attached to it, so that there can be better coordination, better management of resources and a better response

It is too early to give assessments of the authorities. We do not have information on which to assess the actions of the authorities. The disaster was very serious and in such disasters we see that there are serious damages and victims. This was said by Tsvetlin Yovchev, former Minister of Internal Affairs and former head of the National Security Agency, in the program "Face to Face" on bTV.

According to him, the lack of a strategic vision in each area leads to such situations.

"The lack of a strategic vision in each of the areas leads to this. The measures that are being taken are conjunctural, which at the moment make an impression. But we need to work in this direction permanently. It is long overdue to create a state agency, based on Fire Safety and Population Protection. The EMS, Ambulance, helicopters can be attached to it, so that there can be better coordination, better management of resources and a better response", Yovchev pointed out.

He also commented on the topic of the appointments of heads of the special services. "This is not a disaster. But this political situation, this sharp opposition, this aggression between institutions hides the risk of turning into a disaster. Politicians must be at the level of the institutions they represent. We should not remain in such a situation, because it has a destructive impact on the services. Currently, there is talk about who will become the head of the National Security Agency, what he will do, and there is no emphasis on the effectiveness of work", added Yovchev.

"The decision to revoke the president's powers to appoint caretaker governments was also wrong. Consideration should have been given to limiting the powers of the caretaker cabinet appointed to the president. If the situation changes, we will go back to restoring the president's powers", he added.

Regarding the adopted changes to the National Security Agency Act, Tsvetlin Yovchev commented: "We are dealing with nonsense. The president's administration, in order to do its job, must be able to use official cars. Restrictions may be imposed - how many official cars there are. But at the moment this is completely pointless".
