Parliament to consider increasing the compensation for not using pregnancy and childbirth leave

Increasing the compensation for not using pregnancy and childbirth leave, as well as for raising a child up to 2 years of age, from 50% to 100%, is to be discussed by the parliament at first reading with changes to the Social Security Code, the weekly draft program published on the website of the National Assembly provides. The submitters are Assen Vassilev and deputies from the parliamentary group “We continue the change-Democratic Bulgaria“.

The changes to the Social Security Code, according to the submitters, aim to provide additional support for mothers who wish to return to work earlier. This will create economic incentives for a faster recovery of the workforce, while at the same time ensuring better social protection for mothers, the reasons state. The increase in the benefit will also be an incentive for a faster inclusion of mothers in the labor market, which will have a positive effect on the economy, increasing revenues to the budget from contributions on their salaries, according to the PP-DB. In this way, a balance is created between the social protection of mothers and the economic benefit of their faster return to work. At the same time, this is a measure that would not lead to additional budget costs.

The parliamentary group “Vazrazhdane“ proposes a draft resolution to establish a temporary commission to verify all facts and circumstances surrounding the construction and financing of the “Hayashi” hotel in Sofia.

The parliamentary group “DPS – New Beginning” demands the establishment of a temporary commission to establish facts and circumstances regarding the activities of George and Alexander Soros and their foundations on the territory of Bulgaria, financing Bulgarian individuals and legal entities and non-governmental organizations, as well as establishing their connections with political parties, magistrates, educational institutions, media, business structures and state authorities.

From the parliamentary group “Morals, Unity, Honor“ have submitted for consideration today a decision by which the Council of Ministers will be obliged to prepare and propose for voting in the National Assembly a project for investment expenditure for the acquisition of “Lukoil Neftochim Burgas“ AD and “Lukoil-Bulgaria“ EOOD by the Bulgarian state, as well as to begin negotiations with the owners of the two companies for this purpose.

According to the draft program, item one for Thursday is the procedural rules for the conditions and order for proposing candidates for director general of the Bulgarian Telegraph Agency (BTA). On October 23, the Culture and Media Committee voted on the rules.

The second point is a Bill to amend and supplement the Road Transport Act, submitted by Tsveta Karayancheva (GERB-SDF) and a group of MPs.

The problem affects several municipalities in the country, including Maritsa and Rodopi in the Plovdiv region, as well as the municipalities of Dobrichka and Tundzha, Karayancheva explained to the transport committee. According to her, bus carriers do not want to participate in public procurement for transport there, since the load on the lines is low - the highest intensity is in the morning and evening, and during the day the buses remain empty. Therefore, the changes envisage eliminating the obligation for bus lines between such municipalities and regional centers to stop at bus stations, which will allow for more flexible route planning. The aim is to enable municipalities to organize public transport that connects settlements with the regional capital without unnecessary administrative burden.

The draft program of the deputies also includes the first vote on a Bill on Safety and Security during Sports Events. It regulates a national and regional coordination mechanism for the security of sports events, and lists the safety and security measures during their holding. It is envisaged that a regulation of the Council of Ministers will regulate the requirements for standards regarding the physical infrastructure, technical equipment and facilities of sports venues. It defines the right of access and the ticket sales policy; the control of access to the sports venue; the obligations of visitors to sports events; the role of stewards.

The MPs to discuss amendments to the Electronic Communications Act on second reading is also among the points on the proposed agenda for Thursday. It also includes the second vote on amendments to the Markets in Financial Instruments Act, as well as a second vote on the Draft Law on Ratification of a Framework Loan Agreement between the Council of Europe Development Bank and Bulgaria.

A blitz control will be held on Friday, in which, according to the rules of the National Assembly, the Prime Minister and Deputy Prime Ministers will participate, as well as the regular Friday control.
