„The moment that part of local taxes and fees remain within municipalities is ripe. There is extremely great pressure on Bulgaria from our international partners. Bulgaria is now negotiating membership in the Organization for Economic Co-operation and Development (OECD). One of their conditions is decentralization of public finances in order to agree on Bulgaria's membership.“
Silvia Georgieva stated this in the PrimeTime program on Euronews Bulgaria – executive director of the National Association of Municipalities.
The OECD reports on the need for decentralization in Bulgaria are very objective and therefore startling. They show that Bulgaria remains the most centralized member state in the EU, but also among the countries applying for membership in the OECD.

“On the other hand, we recently completed a large project funded by the European Commission and in partnership with the Council of Europe, which was also aimed at providing conditions for the financial autonomy of municipalities. This project ended with extremely serious recommendations to the Bulgarian government. They are also combined with an upcoming monitoring mission from the Council of Europe, which will establish once again that Bulgaria is not fulfilling the recommendations for decentralization of the state administration“, emphasized Georgieva.
