The Constitutional Court (CS) rejected as inadmissible President Rumen Radev's request for a mandatory interpretation of parts of the Constitution related to a national referendum on the issue of the introduction of the euro.
The decision was made today in constitutional case No. 8/2025. The court admitted for consideration on the merits only part of the request - whether the Speaker of the National Assembly has constitutional competence to assess the admissibility of proposals for a national referendum made by an entity authorized by law. On this part, Judge Sonya Yankulova and Judge Borislav Belazelkov signed the dispositive with separate opinions.
The remaining part of the head of state's request was dismissed as inadmissible. The Constitutional Court unanimously rejected the request for interpretation of Art. 1, para. 2, Art. 10 and Art. 42, para. 1 and 2 of the Constitution in connection with Art. 77, para. 1, items 1 and 2 and Art. 84, item 5.
The court also declared inadmissible the request for interpretation of the question of whether the National Assembly is obliged to rule on a proposal for a national referendum made by a constitutional body. On this part, Judge Atanas Semov, Judge Yanaki Stoilov and Judge Sasho Penov expressed a dissenting opinion, and Judge Nevin Feti – opinion.
The court unanimously rejected the request for the declaration of nullity of Order No. 51-550-01-301 of May 13, 2025, issued by the President of the National Assembly. Judge Atanas Semov and Judge Yanaki Stoilov signed the dispositive on this point with an opinion.
All twelve constitutional judges participated in the hearing.
