The Parliamentary Committee on Transport and Communications adopted on second reading that drivers caught violating the average speed in a given section will be fined with an electronic ticket. The end of the section will be considered the place of the violation.
The bill states that violations of this type can be detected by sectional average speed control systems.

No matter how much we raise the penalties, prevention is the best, Minister of Justice Georgi Georgiev told the deputies in the committee.
He added that these changes envisage an extremely large change in the quality of control of road violations in urban areas, where accidents with injuries and fatalities are most concentrated.
We are untying the hands of Bulgarian mayors, as 50% of the fines will be returned to the municipalities, but with the only condition that this money can only be used for road safety, the minister said.
