To the attention of those who are just starting and those who continue to politically abuse the Program for the Exercise of Rights on Properties - state property and on properties - property of state public enterprises, the Government Information Service recalls that the same was adopted on 08.05.2025. The main task of the Program is to systematize state properties with no longer needed, the management of which accumulates losses, expressed in the commitment of funds for their preservation and maintenance, as well as in the lack of revenue. Due to malicious intent and a desire for another attack on the coalition government, the Council of Ministers decided to propose to the National Assembly to approve the Program. In order to avoid any additional speculation, we are publishing the letter with which the decision of the Council of Ministers of 07.08.2025. was sent to the National Assembly. This is stated in response to the Council of Ministers on the occasion of a statement by President Rumen Radev.

DEAR MRS. KISELOVA, On the basis of Art. 86, para. 1 of the Constitution of the Republic of Bulgaria, we are sending attached Decision No. 536 of the Council of Ministers of 2025, which proposes to the National Assembly (NA) to consider and approve a Program for the Exercise of Rights on Real Estate - state property and on real estate - property of state public enterprises, adopted by Decision No. 289 of the Council of Ministers of May 8, 2025 (the Program), as well as to adopt a decision by which, until its approval, no dispositive actions shall be carried out with state real estate in favor of third parties, except for the needs of state bodies, agencies and commissions, municipalities and public enterprises. The proposal to consider the adopted Program by the NA aims to achieve political consensus for the effective exercise of the right to property - state property and on properties – property of state public enterprises in the public interest.

In recent decades, there has been an accumulation of losses in the management of such properties, expressed in the commitment of funds for their preservation and maintenance, as well as in the lack of income. For a large part of the properties and rights to them, there are no property deeds and current identification data.

With the adopted program, the Council of Ministers sets itself the task of optimizing these processes, including by clarifying the factual situation, legal regime and status of real estate owned by the state.

For this purpose, information was requested, which is currently in the process of being completed and detailed by type, location, documentary security and other characteristics of the properties. The indicative list of properties – state property, the need for which has ceased is based on initial information submitted by the departments and regional governors, reflected in the section “Input data“ of the Program.

It is necessary to specify that the ceased need is initial information from the assessment of the entity that provides it. Whether such property or rights to it will satisfy another public need is a subsequent process that involves municipalities, public enterprises and departments.
