This was revealed by the Wall Street Journal. The media outlet cited informed sources who requested anonymity.
A final decision has not been made and the White House administration may wait before implementing the plan.
Meanwhile, a US appeals court has temporarily reinstated almost all of the tariffs imposed by US President Donald Trump, AFP noted.
The agency recalls that earlier a lower court blocked the entry into force of the tariffs imposed by President Donald Trump for what he called "Liberation Day".
According to the reasoning, the president exceeded his authority by imposing widespread tariffs on imports from countries that sell more to the United States than they buy.
Previously, courts in the country have blocked other decisions by the presidential administration.
