ISW: Ukraine has the capacity to produce up to ten million drones per year

President Volodymyr Zelenskyy said that Ukraine intends to increase domestic production of defense products in the next six months

Ukrainian Defense Minister Denys Shmyhal said that Ukraine's Defense Industrial Base (DIB) could absorb additional investments of $6 billion and that Ukraine could use these funds to produce more first-person-viewing (FPV) drones and interceptors and long-range weapons. Kiev's military-industrial complex has the capacity to produce eight to ten million drones per year.

This was noted in its daily analysis by the Institute for the Study of War.

Ukrainian President Volodymyr Zelensky said that Ukraine intends to increase domestic production of defense products in the next six months.

The head of the Ukrainian Defense Procurement Agency, Arzen Zhumadilov, told the Ukrainian TV channel "Channel 24" that Ukraine has signed contracts with three companies, including one Ukrainian and one American, to produce interceptor drones to counter Russian drones of the "Shahed" type.

Zhumadilov said that currently Ukraine's military-industrial complex has the capacity to produce eight to ten million interceptor drones per year, but that the Ukrainian government will be able to finance the purchase of only four to 4.5 million drones in 2025 due to budget constraints.

On the night of July 20-21, Russian forces launched a large-scale series of missile and drone strikes on Ukraine, involving over 400 drones, with Russia continuing to launch significantly larger strikes in June and July 2025 than in January-May 2025.

Ukraine's Western partners pledged additional military and financial assistance to Ukraine during the virtual meeting of the Ukraine Defense Contact Group (Ramstein format) on July 21.

British Defense Secretary John Healey announced during the meeting of the Ukraine Defense Contact Group on July 21 a "50-day march" to arm Ukraine on the battlefield and help pressure Russian President Vladimir Putin to come to the negotiating table.

ISW has consistently believed that only significant Russian failures on the battlefield, made possible by timely and sufficient Western military assistance to Ukrainian forces, will cause Putin to reconsider Russia's ability to defeat Ukraine militarily and bring it back to the negotiating table.

Such failures will not happen in a matter of weeks and will likely require several months or campaign seasons, assuming the West commits to adequately equipping and supporting Ukrainian forces to the extent that Ukraine can successfully conduct such operations.
