The competence for the appointment of heads of services is currently shared between the government and the president, with the political responsibility borne by the government and there will be changes in order to overcome the blockage in the appointments at the moment. This was stated by Natalia Kiselova to journalists in Pordim, where she attended the opening of a monument in the house-museum of „His Royal Majesty Carol I“.
The parliamentary speaker commented on the upcoming changes to two bills, providing for a change in the body that appoints the chairmen of the State Agency „Intelligence“ (DAR) and the State Agency “National Security“ (SANS).
According to Kiselova, the problem has two aspects - legal, as there are no obstacles in the Constitution for the changes that have been proposed and are being discussed, but also political, when in a time of global political instability one of the services is without a head.
The question of how to overcome the lack of a head is resolved through changes in the law, Natalia Kiselova also said.
Regarding the water crisis in the Pleven region, Natalia Kiselova explained that certain measures must be taken, since over the years capital expenditures have not been directed to the water supply network. She added that with the updating of the budget specifically for projects that affect the Pleven region, such measures are being taken at the proposal of the government.
