Former Minister of Justice and PP-DB MP Nadezhda Yordanova described the changes to the law adopted last week, related to the management of the "Lukoil" oil refinery in Burgas, as "hasty, poorly thought out and creating serious legal risks".
In an interview for "Face to Face" on bTV Yordanova recalled that the meeting of the parliamentary energy committee lasted only 26 seconds, and the law was adopted in two readings in one session, with the texts being rewritten between the two readings. In her words, this is an “example of a bad legislative process“, which raises “more questions than answers“.
The PP-DB MP stated that the ruling party acted without a plan and that the adopted law does not correspond to the German model they are referring to. According to her, in Germany, the procedure for appointing a special administrator and possible transfer of assets is much more transparent and subject to judicial control.
She emphasized that in the Federal Republic, each stage is controlled by the Federal Administrative Court, while in the Bulgarian version, judicial control is excluded, which, according to her, violates the principles of international and constitutional law.
According to Yordanova, the state must guarantee access to affordable fuels for citizens and businesses, but at the moment there is no clear plan for how this will happen. She raised the question of whether Bulgaria is logistically ready if supplies are interrupted, pointing out that some of the mandatory stocks are located outside the country and require between 7 and 45 days to be imported.
The MP insists on an urgent meeting of the National Security Advisory Council under the President and the Security Council under the Council of Ministers in order to achieve institutional coordination and political consensus.
Nadezhda Yordanova recalled that the current law already allows for the appointment of a special administrator, as such a figure was envisaged back in January 2023 at the proposal of “Democratic Bulgaria“. According to her, if the government wishes, they can appoint a special administrator under this law today, without waiting for the new act to be promulgated.
Yordanova also commented on the draft budget for 2026 and described it as “leftist, pro-inflationary and dangerous from the point of view of the debt spiral“.
She called for cutting inefficient spending, limiting bonuses in the administration and ending corrupt practices and the drain of public resources.
