Rumen Spetsov has been proposed as a special manager of "Lukoil"  - 1

The Minister of Economy Petar Dilov has proposed Rumen Spetsov as a special manager of the Burgas refinery "Lukoil". This became clear after the Security Council convened by Prime Minister Rosen Zhelyazkov, reports Nova TV.

„The person nominated by me meets all legal requirements. In view of this, I believe that the proposed candidacy will guarantee effective and lawful control over the person operating the critical infrastructure. Mr. Spetsov manages the most important agency in Bulgaria - the revenue agency. He has managed it under many different governments and has always demonstrated professionalism and political impartiality, as well as managerial skills. He has expertise in this area, thanks to his many years of control and supervision activities. It was also extremely important for us that he enjoys the trust of our international partners,” explained Dilov.

Rumen Specsov is the Executive Director of the National Revenue Agency. He has many years of experience in the Revenue Agency and in the field of tax policy and legislation, as well as the protection of national security. He graduated from the Economic Academy “D. A. Tsenov“ – Svishtov with majors in “Economics and Trade“ and “Internal Financial Control“, the Academy of the Ministry of Interior with major in “Protection of National Security“.

In the period 2001 - 2015, he held various expert and management positions in the revenue agency. His professional experience is related to the analysis and investigation of tax fraud, risk assessment of commercial sectors, joint work with the State Agency for National Tax Administration, the Prosecutor's Office and foreign partner organizations and services. He was a consultant in the field of finance and tax legislation. From May 2021 to August 2022, he held the position of Executive Director of the National Revenue Agency.
