Emilia Rusinova is a key figure in the case surrounding the “Eight Dwarfs“ and Pepi Euroto, and her removal cannot take place without a political and institutional decision. However, there are doubts as to whether she would resign on her own despite the data presented in the case. Such conclusions were made by journalist Silvia Velikova and Petromir Kanchev from “Justice for Everyone“ in the studio of “Hello, Bulgaria“ on Nova TV.
On March 30, it became clear that the Ministry of Interior had received information that the head of the Sofia City Prosecutor's Office Emilia Rusinova had repeatedly crossed the border of Bulgaria with neighboring countries in two cars. Petyo Petrov-Euroto was also traveling in them. This was announced to journalists by the acting Minister of Internal Affairs Emil Dechev.
BNR journalist Silvia Velikova described Emilia Rusinova as an interesting case. “If a previous team of the Ministry of Internal Affairs wanted to check on her, they could have done so. She was the head of the SGP, suddenly left, made attempts to rise, then returned again. In order for her to leave, she must be called upon to resign. And someone who usually says these things should do it; if we leave everything to conscience or judgment, she will not leave. Teodora Georgieva herself stated that there was manipulation of her recording of the conversation with Pepi Euroto, in which Emilia Rusinova was cut out, and it was she who took her to him“, she summarized.
According to her words, upon taking office, Rusinova has replaced the entire SGP team. “There are only people there who are loyal to her. How will they investigate the authenticity of a recording that most likely features her? According to the former city prosecutor's official admissions, all the recordings were put in bags and nothing was described. The worst thing is if they are currently being held by the prosecutor's office and are being released on purpose, then everyone should be worried. The European Public Prosecutor's Office cannot investigate the case with the recordings because it would be in a conflict of interest, it has already convicted Georgieva of a serious disciplinary violation. Yankulov asked whether it would not turn out that she was sanctioned on Sarafov's fabricated allegations of bribery. If she is removed, there is no way that someone who is not involved in the recordings in question can be elected, because he would be independent“, commented Velikova.
The lawyer from “Justice for Everyone“ Petromir Kanchev pointed out that neither Rusinova nor Sarafov will leave of their own accord. “The Prime Minister and two ministries are fighting to make this happen. The head of the SGP has more power than the Prosecutor General himself, when it comes to persons with immunities and candidate MPs. Nearly 6 years have passed since the “Eight Dwarfs“ case was “ brought to light“. We remember that the former Sofia district prosecutor Nevena Zartova was also questioned“, he noted.
According to him, the European Prosecutor's Office should investigate the Pepi Euroto case. “After all, Teodora Georgieva works in Luxembourg, not in Sofia. Disciplinary proceedings will probably also follow against Emilia Rusinova“, Kanchev predicts.
We recall that the acting Deputy Prime Minister and Minister of Justice Andrey Yankulov proposed to the Prosecutor's College of the Supreme Judicial Council to initiate disciplinary proceedings against the former Prosecutor General Borislav Sarafov. According to him, this time the proposal is not related to Sarafov's expired mandate, but to specific disciplinary violations, which, according to the minister, affect both the professional and moral code of conduct.
According to Petromir Kanchev, the Prosecutor's College is trying to keep Borislav Sarafov in the post of Acting Prosecutor General on a political order. “There is only a regrouping between people with addictions. The reform of the judicial system is impossible with the current mechanisms, a Grand National Assembly is needed, but a majority for change in the SJC will probably be found in the next parliament“, Kanchev expressed his opinion.
According to Silvia Velikova, however, members of the Judicial College have also defended the Prosecutor General - Ivan Geshev in the past. The journalist commented that the only explanation for his replacement is a political order. “There is a vicious circle in which everyone has compromising information about the other and it seems that there will be no change as long as these people are in important positions. This with Sarafov crosses all boundaries - what kind of prosecutor general is he if he cannot reopen cases? He cannot exercise his powers“, she concluded.
