The cabinet "Glavchev" will be based on a compromise between GERB and PP-DB. This opinion was expressed to BNR by Stefan Sofianski, former acting prime minister (1997) and former mayor of Sofia. He added::
" Dimitar Glavchev is clearly connected to GERB and the caretaker government will be a compromise between the existing formations in the so-called assembly. These people (GERB and PP-DB) will also determine the composition of the official cabinet, based on some compromises".
According to Sofianski, there is no logic in this for a parliament, which cannot appoint a government, to appoint the official cabinet and a National Assembly, which cannot be organized in such a way as to be able to form its own cabinet. But its chairman can become acting prime minister, as provided by the changes in the Constitution.
"In the draft Constitution that we drafted, with the expiration of the mandate of the National Assembly, the mandate of the government, which was elected by this parliament, also expires. I also go to one extreme, which perhaps will not be accepted in this version - that deputies of a dissolved parliament cannot stand as candidates for the next term", he clarified.
According to Stefan Sofianski, this National Assembly has not fulfilled its commitments.
