Actually, the rotation in Bulgaria took place. We had a PP government with one GERB minister for nine months, now we will have a GERB government with one PP minister. Amendments to the Constitution actually led to this.

This is what PR expert Diana Damyanova said in the show "Bulgaria, Europe and the world in focus" on Radio "Focus“.

The changes in the Constitution, in her words, are "a brainless act, carried out without regard to the realities of the country, probably by people who thought that they would rule in a bloc for 10 years and that all the changes were on paper”.

The PR expert believes that GERB will return to power thanks to the support of the president Rumen Radev and the co-chairman of the DPS Delyan Peevski. "Borisov is a negotiating creature, he knows how to build bridges, to "adopt", to "repurchase”, to make deals. After the peak in 2020, there was some kind of bridge between them, and the existence of this bridge is very clearly evident in this government, in which Glavchev, Borisov or whoever negotiated there, gave the foreign minister to Radev. Now, for the second time in Bulgaria, we will have a government whose foreign policy will be aligned with the government," commented Damyanova.

According to her, the interim prime minister has the tools to influence Stefan Dimitrov's behavior if he retains his position as foreign minister. "But I don't think it will last too long. At some point this will find a solution, as usual in Boris options – by appointing a third person, acceptable to both parties, who will behave adequately. "Dimitrov has not shown any overt pro-Russian orientation, but the vocabulary was not Euro-Atlantic," Diana Damyanova added.

According to her, the stumbling block for the previous administration was the request of the PP-DB to replace Academician Nikolay Denkov as Foreign Minister after the rotation. "If you make a surprising offer, you should make it with a super professional who is undeniable. All this was an emotion that started negotiations. The negotiations themselves failed because it turned out that they did not have a basis for negotiation, said the PR expert.

The PP-DB memorandum is the belated agreement that should have been concluded between the governing parties at the beginning of the life of the fragile coalition, she believes. "It was not announced because the PP-DB tried to hide from their voters that they were in a coalition. There are bridges, there are always bridges for the sake of getting something done. They must be public, they must be "anointed” from the Bulgarian voter and for him to justify a subsequent collaboration in the name of precisely defined things that must be measurable. But whether this is possible will depend on the election campaign. There are campaigns that can make life impossible. Borisov will not lead such a campaign. He will conduct a campaign "Did you see, did I tell you?", I will recall successes, I will recall the minimum deficit, he will show how many kilometers of roads he has built. But he'll be campaigning anyway – "It was better with me“, without entering into belligerent rhetoric towards his former assemblers“, Diana Damyanova believes.

PP-DB, according to her, are in a very difficult situation. "If they say that they have done something successfully during these 9 months, they have done it together with GERB. If they say that these 9 months are a failure, it means that they themselves are a failure. If they make purely anti-Gerbaji rhetoric, it will be a campaign for themselves. There should be decency in families”, added the PR expert.

According to her, new majorities are being tested on various occasions in the parliament. She does not expect the emergence of new political projects in the upcoming elections. "It seems to me that now nothing new will be accepted because the pendulum of something new has swung. It seems to me that rather small, 2-, 3-, 5-, 6-, 7-percent parties will line up on the field, which will be welcome for Borisov, who cannot form an independent government with DPS, even if all the votes are enough for him, and they won't be enough for him”, predicted Damyanova.

Forcefully imposed decisions by GERB and DPS, according to her, may lead to a new civil resistance. "The more they abuse power, the more it is possible to turn the voter's axis. The situation is still very soft and I think that any sociology at the moment responds to emotions and not to political decisions”, commented the PR expert.
