The responsibility of this caretaker government is carried by the acting Prime Minister as his position and functions are defined. From now on, who gets involved and how is a matter of party rhetoric that everyone has grown tired of.

This was commented in an interview with BNR by Rumyana Bachvarova, a sociologist, diplomat and former Minister of the Interior.

"Responsibility is also borne by those who proposed the constitutional changes and those who made them so as to reach early elections, and they are the same. You can predict where we would have been if the rotation had been implemented, how many tasks could have been solved," Bachvarova shared.

She admitted that she "sees no political reason to have a Uydurma", and President Rumen Radev "sticks to the Constitution as it is at the moment".

"And to show how unsustainable, in his opinion, these changes are. This is the line of his behavior," commented the diplomat.

Bachvarova hopes "that there will be no new crises in the government and that they will control the situation, but it will be very difficult, because in some way the official government, apart from organizational mechanisms, can politically become part of the campaign.

Her opinion about the cabinet "Dimitar Glavchev" and his appointment as foreign minister is:

"At this stage the issues remain and we will monitor how it works. It will be difficult for Glavchev, because the time to orient himself in this additional sphere, for which he will be responsible, is relatively short and short. I ask the question, will the Ministry of Foreign Affairs be able to deal with this situation? It is true that there is an experience of elections abroad, but this time we have two elections. And as far as information is available, the deputy ministers who organized the vote abroad are not in these positions, we have two new ones.

Bachvarova does not rule out difficulties in the organization of the vote abroad and warned of risk, but "I hope the people in foreign affairs will help the new deputy ministers a lot".

And added:

"The line is different and it is important, how the Bulgarian foreign policy will present itself on important issues that concern the world beyond our elections. There will be difficult days for the Foreign Ministry, but I hope that the professionals will show responsibility and help.

Rumyana Bachvarova is categorical that the foreign minister cannot "turn" the country's doctrine, "but if mistakes are made, the wrong signals can be sent out, which will not be good for Bulgaria, no matter how much the world understands the specifics of Bulgarian politics".

"Obviously because of the new formula for forming a ministerial cabinet, let's not forget that problems have accumulated from the series of ministerial governments – the contract with "Botash" and such a change was necessary. In the variant, when we actually implement the change, we see what the difficulties are. At the moment, something new is being tried, which we will fully appreciate after the elections are over and the next regular government comes in", commented Rumyana Bachvarova.
