Nearly one third of the green areas in the South Park in Sofia are private properties. It is about 96 properties. This is what the mayor of the "Triaditsa" region stated before the BNR. Dimitar Bojilov
He recalled that in 2020, the Constitutional Court waived the terms by which these properties can be expropriated. Expropriation is an easy way to acquire lands because it is a cheaper, faster, authoritarian way. With this decision of the CC, the municipality was put in a position to expect either the owners to donate or to buy out.
"This method is expensive, market prices have already changed", warned the mayor of the "Triaditsa" region.
That is why Dimitar Bozhilov offers a rational option – a real estate fund with which the municipality can operate, a kind of "neighborhood of the indemnified".
"These properties to serve as a counter claim with which we will indemnify these owners. I call it the "quarter of the compensated," said Dimitar Bozhilov.
He gave an example that if a person owns 4 acres in South Park, he will be able to get 1 acre in this neighborhood, that is, the size of the neighborhood of the beneficiaries will be at least 4 times smaller than the green space they now own to private individuals. In the plots with which they can be compensated, they will be able to do something, the mayor pointed out. Now the owners only pay taxes on their properties in the park.
According to Bozhilov, the green spaces in Sofia, including the spaces between the blocks, will be preserved.
The state can be proactive, the regional mayor is categorical. According to him, this should be "done very operationally, without new working groups and committees of committees".
In his words, it is not "mastitic tariqats or rich people" who come to him, but normal people, who do not want to fence their properties, but at the same time the inviolability of their property must be taken into account.
My goal is to use these areas for their intended purpose. It is proper that the park belongs to the municipality, emphasized Bojilov.
A buyout can only be negotiated with those who are categorically against it, because the budget is limited, he specified.
