Lyubomir Stefanov: Communication between GERB-SDS and PP-DB is broken - 1

On the first day of the 50th National Assembly, we saw people who, by inertia, brought him to level election campaign. On the sidelines, I saw pure, unadulterated, authentic street glee.

This is what political scientist Lyubomir Stefanov told FOCUS.

The rejected four candidacies for deputy speakers of the National Assembly from GERB-SDS, "Vazrazhdane“, "There is such a people” and "Majesty“ according to him, they are not related to the personal qualities of the candidates. "The choice did not work out because the parameters of the future coalition are still incomplete and unclear. This was also the result of the expected but unrealized support of "There is such a people" and to some extent also of people from "Greatness". "I do not rule out support for the Speaker of the National Assembly, and subsequently for the Cabinet, to come from this exact direction," said Lyubomir Stefanov.

The election of the Speaker of the Parliament will be the first test of the implementation, construction and maintenance of a parliamentary majority that will also elect a government, the political scientist said.

In his words, the communication channels between GERB-SDS and "We continue the change” – "Democratic Bulgaria” are broken. "That's why Borisov's declaration: "Either we make a coalition between the first, second and third, and any other support is welcome, or we do nothing." It seems too va bank to me. In the parliament, you form a coalition with whoever you can. "It seems to me that the approach is wrong," Stefanov said.

Talks about a possible governance formula must be political to produce policies with substance. "I know I'm too optimistic, but at some point, someone somewhere has to start it. Will it be successful the first time – I doubt. Will it be liked and approved by all – absolutely not. But the Bulgarian citizens seem to have reached the critical bottom to see some effort and encourage it.

The posts of the Prime Minister, the Foreign Minister and the Minister of Defense are, according to the political scientist, the stumbling blocks in the talks between the political parties to form a cabinet. "Borisov clearly highlighted these things when he talked about the potential format of government that he will present. I can't imagine how you go into negotiations with a bunch of conditions. You negotiate with everyone to hear their attitudes, possible tolerances and potential conditions, and then you slowly begin to clarify structure and composition. Here Borisov seems to have taken several important steps too quickly, but this may be part of the strategy and tactics he has in his head, added Lyubomir Stefanov.

Fiscal discipline in the state is another stumbling block, the political scientist pointed out. "There will be a need for adjustments here. We are currently in an extremely critical phase for our future plans for Eurozone membership. If the state continues to be the main spender of our taxes, we are not doing very well because it is the main source of corruption. The state has enough money for absolutely everything under proper management. The vicious practice of taking external loans to pay for some domestic expenditure and to imitate an increase in revenue is extremely vicious, he pointed out.

Lyubomir Stefanov did not rule out the possibility that GERB-SDS would propose a minority government, but added that for him it was an unjustified risk.

The political scientist does not allow a scenario with the handing over of the second mandate to the DPS. "Maybe in someone's head it's possible. As an analyst and observer of the political processes, I cannot imagine how it will happen at the moment, commented Stefanov.
