„The president is giving the parties time to form a government. If he wanted to spur the consultations, he would have started with the smallest party in terms of numbers, the final would have been with GERB to invite them with a mandate”.

This was stated by Assoc. Nataliya Kiselova to NOVA NEWS.

According to her, an analysis is needed for the low voter turnout. The lawyer believes that the horizon for the exploratory mandates should be at least until the beginning of August. “So that, if early elections are to be held, it could be at the beginning of October at the earliest. There must be something new that has happened in order for us to go to elections, Kiselova said.

Regarding the progress of the negotiations, she said that if the talks between parliamentary groups fail, it is necessary either to change the negotiators or to change the approach. “Now a new topic is thrown – a change in the allocation of mandates is proposed. The philosophy of our model is to start handing out the mandates from the smallest party or coalition and whatever is left for the largest, Kiselova said on the occasion of the words of GERB leader Boyko Borisov from today, when he mentioned that it is possible to pass to the Greek model of cabinet composition.

„The change „in the direction of Greece” is to give a bonus to the first, the formation that received the highest percentage of actual votes. There are two models. From 1976 to 2018, there were 50 mandates guaranteed. After 2022, depending on how many percent the party or coalition that won the most votes received, it gets between 20 and 50 mandates. The allocation of mandates begins with the largest party or coalition. Again, the electoral system is proportional," explained Kiselova.

She outlined the main problem – communication between parliamentary groups. “Nobody wants to be with the others, but believes that if he gets a mandate, he will manage”, added Prof. Kiselova.
