According to Teodora Yovcheva, the implementation of the first mandate seems increasingly distant, as she expressed doubt that the requests that were given can be implemented. "But we saw during the realization of the previous Denkov-Gabriel government how within a few weeks events changed so dynamically that there was a change in the positions of the main politicians and finally a government was formed.

According to the political scientist, an anti-GERB/DPS coalition cannot be formed, let alone implement a mandate to form a government. For her, this would be a union of the ununited, and it would be an even more heterogeneous coalition than the one that stood behind the "Petkov" Cabinet. "I don't see such a will, I don't see such conversations going on at this stage for such a cabinet," she said and added that for her a de facto government of national salvation would mean rather the salvation of the system, which would allow the institutions to act in some environment, as was the case with a government of the "assembly". According to her, the big problem is that there are no indications of forming a majority.

Teodora Yovcheva expressed a firm opinion that fragmentation is not the biggest problem, but the polarization of the forces represented in the parliament, and gave an example of European countries that have even more fragmented parliaments, but manage to form a government because of the lower levels of polarization. "In Bulgaria, this means that the politicians themselves can solve the problem by reducing the tension between them. The problem is that there is no will for it," she said.

No one has a useful move for her at the moment, as there are two lines of conflict that run and prevent the parties from uniting around common ideas. "One line is the ideological opposition, and on the other hand, the parties, which ideologically have similarities in their programs, have a cultural problem with each other and a problem along the lines of corruption. And in the end, whoever compromises is blamed by his voters".

"The chance of new elections, although it is an irrational outcome for the parties, is actually with a serious percentage of probability" added the political scientist Teodora Yovcheva.
