The proposal for a technical government is a step towards stabilizing the difficult situation we are in - a source of stability and recovery.

Prof. Svetoslav Malinov, professor of political science at SU "St. Kliment Ohridski", specifying that it contains the proposal of PP-DB to get the third mandate:

According to him, since there is political instability in the DPS, "the hope remains to avoid early elections through a consolidated position of PP-DB":

"It has not yet been developed and is currently being debated. I am convinced that the PP-DB will come out with a request for a technical cabinet and will present its claim to the president to get the third term".

Prof. Malinov emphasized that the so-called technical or expert cabinet should be thought of as non-partisan:

"All those who think that we should not go to new early elections can unite around this idea".

The political scientist was adamant that a working parliament is needed because the state is blocked:

"At the moment, the Bulgarian institutions are blocked. The composition of an extremely large number of bodies, not only regulatory ones, must be renewed. We block our country ourselves and break the rules because the parliament cannot work. When we don't have a regular cabinet, in practice we don't have a working parliament either, but we are a parliamentary republic. I.e. we are operating at a very low percentage of our capacity and efficiency. There are things that need to be done in the coming months, but by a working National Assembly, not by the government. Such are the laws under PVU".

Prime Minister of the so-called a technical government should not be a bright party figure, but approved by the political formations in the parliament, further specified Prof. Malinov:

"The composition of the government must be proposed by this prime minister, while agreeing with the political parties. There should be a clear program and agenda of the National Assembly, which is something like the minimum general agreement. There are many things that will allow such a government to work for at least 6-9 months, at least until the adoption of Budget 2025.

Such offices always appear during a crisis, emphasized Svetoslav Malinov.

This is not a coalition cabinet, but an agreement between the parties to temporarily form a government and a majority, setting common priorities for them, he pointed out:

"It is in some sense disadvantageous for all parties. And maybe that's why it's beneficial for the citizens".
