The chaos in the state caused the constitutional changes. Whether these were the most appropriate changes to have been made, especially in the part of appointing the caretaker government, is a completely separate question, on which even the Constitution List was divided by 6 to 6 votes.

This was stated by the lawyer Velislav Velichkov in "Day ON AIR".

"The Constitutional Court not making a decision rarely happens. The chaos in the country continues, it is getting bigger. The constitutional changes are a consequence of the chaos and somewhat deepened it in the formation of a caretaker government and the scheduling of extraordinary parliamentary elections, which means that there will most likely be another round of constitutional changes, Velichkov told Bulgaria ON AIR.

According to him, the Constitutional Court's vote of 6 to 6 on the changes to the basic law is not a decision, but means the exact opposite - that he has not made a decision.

"It is right for the parliament to be a permanently active body, even when it comes to early parliamentary elections. The Parliament must exist until the moment when the next National Assembly is established. We are a parliamentary republic and at no time should we remain under sole rule", the lawyer was categorical.

According to him, the "home book", through which the president chooses a candidate for acting prime minister, leads to a mixing of powers and is a "threat to the parliamentary republic".

"Parliament must remain a permanent body, parliamentary control must exist, but the "domestic book" should be dropped. This "homebook" is an absolute mistake", stated Velichkov.
