Karadimov: A legal change is needed to clear the "dead souls" from the electoral rolls - 1

A legal change is needed to clear the “the dead souls” from the electoral rolls. This was announced to journalists by the acting Minister of Innovation and Growth, Rosen Karadimov. "This is not within the powers of either the CEC or the government,", Karadimov specified.

"We have the expertise of MRRB and GRAO in connection with the frequent cases of people registered at the same address. Cases are welded. These are not anomalies that are related to these parliamentary elections," he added.

According to him, until 2012 there was no legal regulation for the registration of an address. "Over the years, there have been welded situations that are accommodated and registered in a single legal building. Imagine a neighborhood where there is only one legal building. Everyone registers there. Children are then born who are automatically registered at the same address. There is no procedure to deregister them. This is done on appeal and administratively," the official minister specified.

Earlier today, the Council of Ministers announced that official ministers reported to Prime Minister Dimitar Glavchev that all activities that are the responsibility of the government for the preparation of the elections are going according to schedule.

The meetings of the Minister of Innovation and Growth, Rosen Karadimov, with the district governors by region continue, with talks to come in Veliko Tarnovo and Varna.

On Friday, the numbers of the machines that will pass verification of the type of technical devices of the voting machine will be publicly drawn.

The activities to ensure real-time video surveillance and video recording after the end of the election day in the sectional election commissions are also proceeding according to schedule.

The Minister of e-Government Valentin Mundrov emphasized the firm commitment of the MEU and the upcoming vote to ensure an open and transparent process in the authentication of the voting machines.

The minister recalled that in the previous elections, for the first time, there was an opportunity to involve representatives of parties and non-governmental organizations in this process. The MEU will provide the same opportunity for these elections. In the course of the meeting, it was noted that with regard to the transparency and security of machine voting, the Electoral Code provides for another important measure. According to Art. 213b, paragraph 4., item 1, when elections are held, the CEC organizes a sample check of the cryptographic identifiers of the electronic machine voting system in the presence of registered observers and representatives of the parties and coalitions that received more than four percent of the actual votes in the last parliamentary elections elections. The meeting was also attended by the Ministers of the Interior, Foreign Affairs, Justice, Regional Development and Public Works.
