The problem of the people's representatives not electing the chairman of the 51st National Assembly from the first attempt is rooted in the formation of majority. Such a majority in this National Assembly is not available. A Speaker of the National Assembly will be elected, probably within the next few days. The election of the Speaker is the only opportunity for the National Assembly itself to function, to create groups and to start the distribution of mandates. This is what he said about the program "Bulgaria, Europe and the world in focus" on Radio "Focus" the political scientist Dimitar Ganev.
He added that there are two options: "The majority that Borisov drew today as possibly possible for the formation of a cabinet between GERB-SDS, PP-DB, ITN and BSP to reach a consensus for the Speaker of the National Assembly. This option is less likely. And option two, for the National Assembly to stop at a temporary decision for a chairman, until the moment when a majority is not formed.
According to him, it is not correct to commit to a forecast for the stability of a coalition that has not yet been born. But he asked the question whether there is even an alternative majority in the 51st National Assembly, beyond what was outlined today by Borisov. “There is no alternative majority to this in principle from the production of the election result. This configuration is only possible, but it may not be implemented. An alternative to this configuration is early parliamentary elections in March, probably if we follow the constitutional deadlines. The coalition GERB-SDS, PP-DB, ITN and BSP will be extremely difficult, due to the relations between GERB and PP-DB. They are main rival parties. And PP-DB builds its image and policies on the basis of GERB's negation. It will not be easy, and from then on we start the talks for additional support from ITN and BSP. This conversation will perhaps be easier, since the initial positions of ITN and BSP were constructive in this regard," the political scientist emphasized.
Asked if the GERB leader, who said that “there is no good DPS" made an attempt to distinguish himself from DPS today, Ganev replied: "This is a step in the direction that a majority with “DPS - New beginning" it is not possible. GERD and “DPS-New beginning" together they have 99 people's representatives and now they need the support of one more player, who is he? All representatives in the National Assembly expressed a clear position that they would not participate in such a majority. Borisov drew one option for a cabinet, but the question was before today, was there another option? ITN had a very clear position before and after the campaign that they would not accept a majority with "DPS - New beginning". There was no opportunity for several alternatives for Borisov to choose from," noted Dimitar Ganev.
In the first session, a declaration from "DPS - New Beginning" was not read, the people's representatives from the group left the hall and went to the protest. "Peevski has shown a display of strength and an attempt to respond to the attacks on him in the last few weeks. This is not the traditional face of Mr. Peevski, he has not spoken in front of a protest for a long time, and he is gradually starting to claim a new, more active role in DPS. We are yet to see the results of these things, we don't know in what direction they will be," Dimitar Ganev pointed out.
“It is important to see if the discontent we observed today in the triangle of power has the potential for higher social tension. In my opinion, there is such potential, not only that, but also the events surrounding the National Theater in the last few days speak in this direction. We have more and more polarization and the political crisis gives rise to greater social tension. Even if there are smaller protests on Wednesday, this does not mean that social tensions will subside. I think the tension is rising. One event can be the spark that ignites a much more powerful social tension, one speech, one appointment, can bring many times more people to the streets. There is a potential for social tension to spill out onto the street," concluded Dimitar Ganev.
